TECHNOEXPORTSTROY was awarded the Third Prize at the International Competition and was commissioned to make the Design and to perform the supervision over the construction of the Hamma Complex. The Centre is being built over an area of 700 hektares and contains the following buildings and facilities: building of Congress Halls, the largest having 5,500 seats, National Library of Algeria with a capacity for ten million volumes. A Shopping and Recreation Area is situated at first basement level, while the two other basement levels are used for car parks and garages for 1,100 vehicles. The surrounding area is richly landscaped and decorated with water cascades, fountains, artificial ponds, etc.
